Dreamhost most likely set it up themselves, using WikiMedia’s free software. Once it’s on Dreamhost’s servers, WikiMedia has no more role in it. Anyone with a little knowledge of PHP and MySQL can set one up; I have a private wiki on my own site -- it was provided to me as a feature of my web host (Aplus.net), so I didn’t have to do any intensive setup. The necessary SQL tables are actually in the same database as my Wordpress blog.
You should be able to set one up in no time. I reckon it’s about as labor-intensive as setting up blogging software.
