Hmmm, yeah I guess Flickr Badges only work for Public photos. I agree though - sometimes I make photos private on Flickr (because I don't want the whole world seeing them), but I still want to share them elsewhere - ie: under my own domain, which is certainly private to me. I guess the whole world could still access my domain, but at least I specify where the photos are being displayed, which is some privacy.
I like where you're going with that idea.

One thing I thought would be cool is if Flickr could make "Guest Pass for a domain"--so maybe if you wanted to share a slideshow on your blog of a Private set, anonymous visitors could see it via the blog in a read-only fashion. Often some family might want to see photos on my blog without going to Flickr (since they are not Flickr users) and without pulling up their email to dig around for a link.
