With 800x600 comprising only 3% on your site, you can probably afford not to design to that audience. On mainstream "real-world" sites, however, 800x600 still accounts for around 10% of page views. Hell, as recently as May of this year, my former supervisor had her monitor set at this resolution.

As a web designer, I've implemented a static/fluid hybrid framework on many of my sites. I've found that it leaves the least amount of users out in the cold, and certainly solves more problems than it creates. I reckon that 800x600 will be viable for at least the next two years, perhaps longer.
